| The Purpose of Website “Social Map of Lithuania” The website has been developed under the provisions of the Agreement on Strategic Cooperation between the Ministry of Social Security and Labour and Municipalities – to provide and summarise information on social assistance provided to the population, to present good practice of municipalities in social work, to furnish statistical information about municipalities, to deepen cooperation of the state authorities and municipalities in reducing poverty and social segregation, as well as regional differentiation. Structure of the Website The Website consists of three main parts – the upper horizontal, the left vertical and the central. The upper horizontal part contains links to the internet webpages of the following: the Ministry of Social Security and Labour; state authorities; municipalities. It also includes links to the internet websites of municipal and county social institutions and non-governmental organisations involved in social activity. For some small social institutions or NGOs development and maintenance of own websites can be difficult. They may be presented in this section of “Social Mapof Lithuania” website. Information is to be e-mailed to the website e-mail address. The left vertical part provides information about activities of the state authorities and municipalities in formation of the national social policy: • legislation of the European Union and Lithuania pertaining to social assistance; • programmes, projects, research reports; • good practice of municipalities in reduction of poverty and social segregation; • indicators of social statistics; •Suggestions, inquiries or information by municipalities or residents for placement in the sections of the webpage should be posted in section “Comments, Suggestions” or e-mailed to the webpage e-mail address.
The central part is the main one. It contains the map of the Republic of Lithuania displaying areas of municipalities. There are two selection boxes above the map: “Choose an indicator” and “Choose a municipality”. The box “Choose an indicator” includes a drop-down list of statistical social indicators. Choosing an indicator causes colour-coding of municipalities in the map in accordance with the legend conditions explained next to the map. A table – the list of municipalities with the value of the chosen indicator – is given under the map. A single specific municipality may be chosen in two ways: by selecting a municipality in box “Choose a municipality” or by locating mouse cursor on the preferred municipality and left clicking. All data of statistical social indicators are provided with respect to a given municipality by specified periods.
The central part of the webpage is accessed either from the home page or by clicking the title “Social Map of Lithuania” positioned above the three-coloured stripe. The map provides comparative statistical data of municipalities in a diagram form, while section “Indicators of Social Statistics” presents absolute values of the indicators in tables. | DEMOGRAPHIC INDICATORS | Population The number of permanent residents at the beginning of the year by municipalities. The Department of Statistics assesses the number of the population with reference to the data of the last overall population and dwelling census 2001 and the data of the current accounting of natural population movement (deaths, births) and migration, as well as of administrative changes of the territory. Data about births, deaths and persons who change their permanent residence are retrieved from central database of the Residents’ Register. Information is sourced from the Department of Statistics. | Children The number of children aged between 0 and 18 with temporary residence in Lithuania at the beginning of the year by municipalities. Information is sourced from the Department of Statistics. | Youth The number of persons aged between 14 and 29 with temporary residence in Lithuania at the beginning of the year by municipalities. Information is sourced from the Department of Statistics. | | Working age population The number of persons above 16 year to retirement age at the beginning of the year by municipalities. Information is sourced from the Department of Statistics. | Residents of retirement age The number of permanent residents of retirement age at the beginning of the year by municipalities. In 2005 the retirement age of men was 62.5 years, while for women it reached 59.6 years, which in 2006 respectively equalled 62.5 years for men and 60 years for women. Information is sourced from the Department of Statistics. | | SOCIAL DEMOGRAPHIC INDICATORS | | Disabled persons above the age of 18 The number of disabled persons above the age of 18 at the beginning of the year by municipalities. A disabled person above age 18 means the person whose working capacity, according to the procedure established by the Law on Social Integration of the Disabled of the Republic of Lithuania, is recognised to be less than 55 per cent and/or for whom the necessity for supply of special needs is determined. A disabled person under age 18 means the person for whom a degree of disability is recognised and/or the necessity for supply of special needs is determined according to the procedure established by the Law on Social Integration of the Disabled of the Republic of Lithuania. Due to disability a child does not partially or fully acquire autonomy corresponding his/her age, while his/her possibilities of education and involvement in public life are limited. The average annual number of recipients of social benefit constitutes a value representing the average number of persons a month who received social benefit in a given municipality in the respective year.
